The Dare can't be applied in the case of Uldren Sov because Uldren was not a Lightbearer/Guardian when he killed Cayde-6. This makes the case of Cayde-6's Dare irregular which is something that already happened in the past with the disappearance/death of one of the previous Hunter Vangaurd, Kauko Swiftriver, that left the Hunter Vanguard slot empty for two years because his Dare couldn't be found.
