Hello,
The Destiny 2: Forsaken - Awoken Legend Set was only available in the Destiny 2: Forsaken Digital Deluxe edition DLC and Destiny 2: Forsaken - Complete Collection
Released on September 4th 2018.
It wasn't part of the Destiny 2: Deluxe Edition.

I have purchased the forsaken and the annual season pass would there be a way to upgrade some how? Luckily this time around I just got shadowkeep delux

Unfortunately no you can't upgrade. You had to buy the Forsaken Deluxe edition when it was available but it's no longer sold for PC.
