Absolutely. All 3 of my characters can be 750, but I am yet to see more than half of the exotics in this game outside of xur. All that drops is duplicates, no matter how much I try. Not to mention the opulence exotics. I have kept track of how many exotic engrams have dropped since they were added. I have had a grand total of 47 spread between my characters. Of these, 22 were queenbreaker, and 12 were Cerberus. The rest, save a single black talon have been duplicate armor pieces from year one. The drop rates are horrible considering the constant dupes. And don't even get me started on catalysts. I'm almost convinced they simply don't exist at this point.
