Has Fighting Lion always one-shot?

It’s not supposed to without any extra buffs (well, inertia override, etc.), but sometimes does. Typically, when I would get a one shot with it, the enemy is standing near a wall. I’m not sure how exactly, perhaps the direct hit knocks them into the wall for some extra damage.

Edited by mikeyrox1234: 9/8/2019 8:04:07 AMIve gotten 1 OHK with Fighting Lion. It was in Comp He has FULL health I got sniped but the grenade kept going and once it hit him he died to 240 damage. No idea how it happened. No buffs or anything

If you're getting 1-shot it's probably because someone is being cheesy with an empowering rift.
