Edit: The confirmation of Rally Barricade and Lunafaction Boots only granting an "Outlaw speed reload" buffs Whisper considerably, but I still think most power weapons, GLs included will out perform it, especially in shorter burst windows. - This baby boy get nerfed so bad. Now I'm not saying infinite ammo was a good idea. It wasn't. And whispered breathing was a little strong. But this is just...silly. Out of ALL of the Power weapons, Whisper is easily the hardest to take advantage of. GLs basically have no recoil, rockets are easy to aim with. Linear fusions take some aim, but usually have intense auto aim. Whisper demands precision, so reward it. Have each crit you land scale up the damage with each hit. The issue right now is that you look at base damage values rather than the damage you can actually get off in a DPS phase. Rockets are easy for very short bursts of DPS. GLs are perfect for most DPS phases where you're only gonna get 7s of actual uptime,since you basically unload a full mag quickly. But in situations where you can DPS longer, in phases up to 10-15s, or with skill find ways to DPS for longer, that's where you need to have Whisper carve it's spot as a power weapon, as sustained DPS. Just crushing it to the ground however makes no sense.
