Higher fps on high settings but lower fps on medium settings
As the title says, I don't know what's happening. So can someone explain to me why I get higher fps on higher settings and lower fps on lower settings?

Without knowing system specs, the specific graphics settings, and the frames per second with each, there's no way to explain it.
