I’ve heard you humans have Earthquake Kits, Fire Extinguishers, preparation materials for reasonably possible disasters. You can’t keep a law-breaking criminal from acquiring a non registered weapon. So you should have reactionary materials and tools to combat said armed criminal. To be in denial of that fact is negligent to reality. Police and military personnel are reactionary. Only [u]YOU[/u] can be [u]proactionary[/u].

Maybe I misinterpreted something about your idea but this is my interpretation.
