Theres always going to be a meta, and people are always going to gravitate to that meta, at least this would limit the amount of special ammo being put into the game. Putting shotguns into heavy means people are never going to use them again like it was at release especially over a rocket or machine gun and people are just going to switch to fusion rifles to pair along with their HCs or pulses.
