Well dedicated severs would help a little.. but its mostly down to your console it can only load things so fast, if it bothers you that much you should consider getting a SSD.

I upgraded to an ssd thinking it would make a huge difference but it does not. It's still a bit annoying when loading into strikes/competitive and I still get the occasional loading in mid air. Pretty much everything except maps/textures are done through bungie's servers. Dedicated servers + SSD/HDD based loading would make a huge difference. Just look at every other game that does this.
