VPNs and Migration to Steam

The Steam Subscriber Agreement § 3.A contains the following statement:
You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.
With Destiny 2 migrating to Steam on October 1, I wanted to reach out about this clause. Because of Destiny's peer-to-peer netcode, a VPN is a near-requirement when competing in competitive content in order to avoid network stress, denial of service and distributed denial of service attacks (we'll call them all "DDoS" for simplicity here). DDoS attacks famously ended Gothalion's bid for the belt during the Scourge of the Past raid race, and PvP tournaments have had so many issues with DDoS that the rule sets usually include a statement like the one in the latest Thieves Den tournament ruleset: "You are recommended to use a VPN. While you can play without a VPN on, if you get DDOSed we cannot assist your team beyond asking you to use a VPN." SSA § 3.A specifies three conditions where "IP proxying or other methods to disguise the place of your residence" (of which a VPN certainly qualifies) may lead to account termination: 1. to circumvent geographical restrictions on game content, 2. to purchase at pricing not applicable to your geography, 3. or for any other purpose. It is this third condition that creates concern. Expanding just that third condition out (as "or" is qualified if any condition is met), the clause reads:
You agree that you will not use IP proxying or other methods to disguise the place of your residence for any other purpose.
Since the Steam platform will be required to launch Destiny 2, I will be running a VPN while using the Steam launcher come October 1. However, due to the fact the SSA appears to forbid the use of VPNs with Steam, I started a Reddit post on this topic. While it received a good deal of attention, it did not produce any answers. Instead, it just accentuated the reality that we do not know if using a VPN with Steam could lead to account termination or not. Next up, I reached out to Steam Customer Support and received the following:
contact Destiny 2 support by using the information from the Official Support section here. They'll be best able to address your concerns regarding the security of their content.
And as such, I'm now posting here, hoping for some clarification to whether using a VPN while launching Destiny 2 from Steam is allowed or may lead to account termination.
