It is just really bad RNG. I did all three armor sets so I had to open think it was 10 per character in green steps, only got that 1 mod. I opened over 200 chests after completing the armor on three characters and only got 12 majestic pieces (all bad), maybe 8 other purples, 3 mods, about 15 cores (mostly from gear dismantling) and an absurd amount of blues :/

This solstice was pretty underwhelming. I got on earlier today to attempt completing my blue set on my second character and I decided to not even bother. My warlock is done. I got solstice armor on all 3 last time. I'm good

Honestly if they had announced the change to have all armor drop as 2.0 in shadowkeep sooner I doubt I'd have done them all.
