RTX 2070 and 4790K here. I'm having this issue at over 100 frames constant. I have a spare Ryzen CPU lying around, but I haven't gotten the chance to try it. I'm assuming it's a CPU issue. I thought it might have been that the mouse input was having issues with Borderless Windowed, but Fullscreen doesn't seem to fix the problem.
