Pinnacle PVP weapons should only be good at PVP and not PVE in any stretch of imagination. I believe this game has no entry point for transitioning to PVP. I would do this:
Earnable crucible weapons and armor can be moded with crucible specific mods later in comp. PVP specific armor has extra resilience in pvp and weapons a little percentage of more damage in the activity. (This to make PVP earned weap and armor desirable)
Quickplay : Legendary armor and weapons ONLY, limited heavy, no mods.
Comp: Earned ranks are not lost. However, You will need to progress to the next. Instead of glory as it is 80W/60L y would do 80W/20L reducing the penalty as inevitably you'll get more losses than wins most of the time.You can still slowly climb if you put the time and effort without being discouraged of the mode.
Benefits for climbing ranks are gained as follows and are additive to the next :
Guardian 1 to 3 ( same as quickplay )
Brave 1 to 3 ( add mods)
Heroic 1 to 3 (add exotic weaponry)
Fabled 1 to 3 ( add pinnacle PVP weapons)
Mythic 1 to 3 ( add extra heavy drop)
Legend
This modifications will help give PVE or starting players an entry point to learn PVP, get good and gather experience to prep for competitive. Competitive individuals who wants to build their toons will want to stay in comp using what benefits they have earned most of the time hoping they want to do so.

Pinnacle weapons are just a bad idea in pvp. While you can design a weapon to be good in pve without it breaking pvp...it’s almost impossible to make a good pvp weapon that isn’t also very good in pve. A good pvp weapon does a lot of burst damage. Iow it delivers a lot of damage very quickly and efficiently. Well that is also a valuable trait in pvp. While a weapon that does a lot of sustained damage (pre nerf Whisper) can be great at pve but not so good at pvp. The only way you can make a good pvp weapon into a bad pve weapon is by limiting its ammo and it’s sustained damage. But many aspects of pve also take that possibility away.

15 RepliesWhy are we awarding pinnacle weapons to poorer and poorer crucible players on average? That doenst really make sense. Win 33% of your games and progress easily? Not much "competitive" here. Sorry, if you can't get the pinnacles how they are now (which isnt even that hard) you dont really "deserve" it.

Now, I am in agreement with 1 thing only you said: comp 60/80W with 20L No bonus for consecutive wins, no bonus on consecutive losses. Otherwise Remove In Total the Fabled requirement. I am ~700 rank from getting Luna and Recluse . I am ~900 points from getting Revoker. I absolutely expect to have Revoker and NOT have Luna nor Recluse. Hope I am wrong as it would finally be nice to complete my collection.

Just gonna say this wouldn't fix it . To fix the comp problem they need 2 queues Solo And Group but i doubt they will until D3. The only way to fix the pinnacle weapons problem is to do what malfeasence has and lock the extra damage to a game mode e.g. Comp only. Problem solved PVP weapons in PVP and PVE keeps its weapons.

Just a quick thing. Bungie said that they're "rebuilding crucible from the ground up" so either that'll fix it or crucible is doomed
