I got banned for two months due to lag even though I wasn't lagging and can't complete my solstice armor or play crucible.

If you were restricted for 2 months, not only does it mean you have been restricted before for the same issue, but Bungie also found proof a second time. Bungie staff manually investigate reports of players lagging to verify their network activity on the reported dates for proof. If you are on a 2 month, that would mean that you had a 2 week and did not correct your connection issues. Here is bungie's post on the connection based restrictions.
