If this is an issue you have because you changed platforms, for example started on the Xbox 360 but now play on PC, then I am happy to tell you that Destiny will be adding Cross Save to solidify and combine accounts across multiple platforms into a single account that can be used on any platform that allow you to play Destiny 2. This combining of your accounts will hopefully acknowledge that you are a D1 veteran on all platforms when the serves goes live (Cross Save is still not released).
Here is the link for more info on Cross Save with a few F.A.Q.:

Hope this helps.

Not sure this applies, pretty sure the cross-save is only for D2 i don't have D2 on Xbox because I don't have an Xbox one.

I think I found the answer to your question. One of the frequently asked questions about Cross Save is if it will merge one's accounts. Quote:
"Cross Save does not feature any form of account, character, or progress merging. Selecting a set of characters for Cross Save does not delete or alter the data of any other character sets. Other character sets will be inaccessible for use as long as Cross Save is active.
I believe this answers your question. Since the veteran cutscenes are linked to an specific account (such as an Xbox account) this would imply to keep or get the veteran lines one of the characters you pick to be part of you Cross Save must be from the same platform (in your case Xbox systems) that you played D1 on. So if you don't have D2 on Xbox to use for Cross Save you probably wont be able to get the veteran lines sorry to say. Please note that my explanation is mere speculation and interpretation of an official Bungie help page. If you want an official answer to you question from someone that actually works for Bungie I recommend re-asking your question in the #help forum for better luck instead of using the #lore forum. I hope you get a clear and concise answer.
