I work full time and got Bad juju week two that it was out. I don't think it's bad quest design, and 5 tributes truly isn't that expensive. If you want the weapon right away with little effort you buy the high material cost day 1. I just waited until about 15% discount and threw my mats away, and now I'm around mid 60 for my discount and it's really cheap. You don't need to have everything done and finished day 1. This quest design is meant to keep you playing throughout the content drought.
