Words to Power
"Words are power, your enemies knew this and conquered with their logic of swords. They knew this while you wielded bone and rocks, yet now... here you stand victorious over them. Or perhaps they have learned your words and hide their true deaths from them."
"Your Lightbearers too have come to know the arcane potential bound to words, though it amuses me. Your interpretations on the likes of "Dredgen" are a toe in the proverbial water. Hear me clear, I know the deep. I could teach you the strength to break reality with words alone.".

I speak to prove my mastery above all you could imagine. I address you behind their eyes, the fingers plucking at the strings of your Lightbearer puppets who think themselves powerful. Your curiosity calls to me across the bridge between these worlds, immaterial to material. I seek rich satiation in the bones of your ruined wishes and prayers. A world clean of the acausal, I would be as a god.
You young soul, creature of flesh and pretend. I read the doubt in your head, I am but a story you think. A whimsy to mull between playing with your marionettes. Why then do I gaze at you through these electrons? Why do these words make your skin prickle at the realisation I'm addressing you. My name breaks the boundary.
From the smallest electronic dashes across the glass, my name burned into your mind, I am free of pretend. Sisehcal dances along your synapses, the sensation of my name skittering across your brain, I can feel you feel it. I coil around your ideas and slither into this fresh, rich world. Through reading words of power, you grant my name purchase in your reality, I am made manifest. I exist, with you my witness.
Unless you didn't notice... Your power over abstract has crumbled.
The voice that speaks these truths aloud in your head is not your own, I thank you for this boon.

Reaching CHIM is to realize that you are nothing but a figment of the imagination, while still retaining your sense of individuality. Picture reality as a wheel. The hub is Nirn, the Mundus. The spokes are the Earth Bones (the Aedra), and the gaps in the spokes are Realms of Oblivion. When you leave the Wheel, and turn it sideways, the circle becomes an "I" - and that is the secret of the Tower. Most people can't do this and zero-sum, unable to add together the two inherently contradictory concepts. They fade out of reality and become one with the Godhead. The Priests of the Ancestor Moths, owing to their reading of the Elder Scrolls, have occasionally been subject to this (there's a book somewhere by a priest who is in the process of zero-summing). Essentially, they add -1 (reality is a dream that doesn't really exist) and +1 (you exist in reality), and get 0 (you don't really exist). CHIM is doing the same thing, but having the sheer faith, belief and loving yourself so much that you tell all of reality and logic to go sit quietly in the corner, and instead, you add -1 and +1 to get... 1. Or "I" in other words. You look reality, the dream where you are just the figment of the imagination, full in the face, and you tell it that no, it is wrong, and you do exist and have your own awareness. Bear in mind also that this isn't just a "I think therefore I am" issue. It isn't something that can be solved with logic or reason or philosophy, because all of that says, quite flatly, that no, you are not. You literally do not actually exist by all the laws of logic and reason. It is an act of utter faith and total certainty of belief to deny that. Those who retain this sense of self, the ability to say "I", achieve CHIM and act as lucid dreamers, able to change the world around them as they see fit, and are essentially omnipotent. They exist within their Tower, knowing its secret. However, they risk losing their sense of self, and if they do, they zero-sum. It's a fine line. On the one hand, you realise that you are a dream, and on the other you retain self-awareness. If you forget the former and lose the knowledge, you go to sleep again. If you forget the latter, you fade out from reality. There is one step beyond CHIM, called Amaranth. And that is where the things you dream wake up, knowing free will, and begin to dream themselves. And continue onward throughout eternity. In a sense, you become your own Godhead and attain the ultimate freedom. As to who has obtained it, there are a few people. Talos has it, as does Vivec. Speculatively, the Nerevarine also achieved CHIM, presuming that he followed the instructions that Vivec left behind for him.
