You’re not buying the whole game over again. The year1 items are free in the complete collection. You are only paying for Forsaken & Forsaken Annual Pass....which is the same price as the Forsaken standalone was.

The Destiny 2 Forsaken Complete Collection was 99.99. The Destiny 2 Forsaken Complete Collection recently received a price drop to bring it in line with New Light being free and to make it the Forsaken package equivalent to the Shadowkeep packages. This is an official price drop from the producer/development team, and as such, it's the new MSRP (the manufacturer's suggest retail price). This is 39.99 USD. If your Microsoft Store is not showing you the discounted price of about 52 CAD and is instead showing you the 130 CAD, you'll want to contact Microsoft concerning the price disparity to find out why they've not discounted it to the new MSRP of 39.99 USD (52ish CAD).

No. That's the total of the prices for all the included content if there were still a way to buy them separately, but the "sale" price listed is what Forsaken used to be on it's own, and is now the regular price for the Collection going forward, despite it being listed as on sale.
