problem is with the random rolls and different archetypes it will be quite hard to balance. Thats why they didnt want random rolls in the first place. In the extreme the only way to balance out is have only a set of crucible weapons usable in crucible activities, like old shooter style pvp. But most of the player base wouldnt be about that, they want to take their god rolled guns and exotics in crucible.
