it is most likely a bug. Unless you spent somewhere around 127 dollars on sliver.

I didn't. On top of that, the Microsoft store only lets you purchase up to $50 at once, so it would be impossible for me to even purchase that amount of silver in one shot and have that message pop up.

might be a glitch on MS end triggered by the preorder, hard to say, I would just recommend keeping an eye out and not spending silver if it appears.
