I don't really see many people talking about this however I would I like to put my two pennies in to what I think are the god rolls for PvE and PvP.
PvE is probably the easiest to sum up. Barrel option would be anything that improves your stability or recoil but doesn't negate handling a whole lot. Magazine perks can vary but I tend to find either Ricochet Rounds or Light Mag are the best options. Trait 1 would be Threat Detector and Trait 2 would be Surrounded. Obviously mod of choice would be Surrounded Spec. In terms of masterwork, you could either go Handling or Stability. Range isn't really a issue because most people would be running Mida Multi Tool with this loadout.
Now for PvP, it's a little more tricky seeming though this weapon doesn't roll with anything like Rampage, Kill Clip or any other damage bonus after kill trait. I've had to delve a little further into it. Now the PvE god roll does stand up very well in PvP however surrounded very rarely procs and if it does, you're mostly likely going to die in half a second. I'm going to go out on a limb here and say that the second trait option you want is going to be Disruption Break, especially with the upcoming super damage reduction nerf. Now what trait to pair it with?
There are two options, one is threat detector. This will give you an IKELOS SMG like feel especially if you pair it with ricochet rounds. The other is Moving Target which will provide even more strafe speed. I would like to test to see if armour piercing rounds deals more damage to guardians mid super to make disruption break that little more effective. Then you can run a mod of your choice like counterbalance stock to reduce recoil or backup mag to increase the magazine capacity of the SMG, which goes up to around 40 rounds.
