Title speaks for itself.
It simply isn't a fun or challenging game modifier. Instead it makes encounters annoying and frustrating where deaths aren't caused by a lack of skill, rather a cheap one hit kill from a boss that does a huge AoE attack.
It is fine in strikes and lower end PvE activities, but once it starts popping up all the time in endgame activities, especially matchmade ones (reckoning) where coordination is impossible, it becomes really tedious.

Blackout is fine in normal PvE activities - Strikes, Nightfalls etc. I'm pretty sure everyone agrees with this.
But blackout is seriously horrible in when you are forced into melee range. Examples include darkblade reckoning, Riposte and The Hunted. These scenarios are extremely difficult to complete, let alone trying to do that with randoms.
An actual challenge comes from the variety and complexity of game mechanics, not modifiers.
