Forsaken is not required for Shadowkeep. Curse of Osiris and Warmind are free anyway, that's why they come with Shadowkeep.
If you want to play Forsaken, you'll need to buy Forsaken. If you want to play Shadowkeep once that's out, you'll need Shadowkeep but don't need Forsaken.
Curse of Osiris and Warmind are free regardless, so you can basically ignore them.

If you want to access all content, yes, you have to buy all the content. The Forsaken package is separate from the Shadowkeep package. Bungie is moving Destiny 2 to seasonal and yearly separate sets of content instead of requiring everything before to access everything 'current' to allow people to only buy what they wish to play instead of feeling like they're forced to buy everything, even if they don't want to play the previous DLC. This is why Shadowkeep doesn't require Forsaken. Now, people that didn't want to play Forsaken can skip it without being forced to buy it as a prerequisite for Shadowkeep. So, if you want to play Forsaken, then yes, you must purchase Forsaken. If you want to play Shadowkeep, you must purchase Shadowkeep. All that being said, at this time, there's no bundle that includes both, but as we get closer to release, an all-inclusive bundle may become available, so you could wait and see.
