Although I would agree the exotic feels lackluster at times, A LOT of people compare it to skull of dire ahamkara.
The issue there is the skull only awards super energy on KILLS, not on "hits" and kills like the shards do.
Shards works again both ads and bulky enemies that take more than one super to kill, skull does not. So the question becomes, should they provide the same super return as skull does?
This is a balancing act in an of itself. Also, do you make the exotic too strong to the point where nobody uses anything else? Can tell you right now, if someone has skull and they are using NOVA, they are using skull.

The supers have the same role, they are meant to take out a group of enemies instantly. So having one exotic work with by kills of a group, while the other hardly works on groups kills, but does better on single target damage doesnt make sense to me.

That's fine, but shards would have to forfeit its boss damage super recharge if it got the same super energy back as skull does with super kills. Regardless, Bungie is nerfing everything now anyway so it doesn't matter anymore :(.

My usual style was to use BB for adds on the way to the boss, and during the boss fight save it for adds, and then use it again on the boss at the end to help finish them off. This way also generates more orbs for the team. Edit Just read the the nerfs, I don't mind changes, I just wish Bungie would state their goals better, and give the numbers for the goal. Saying diminishing returns and lowering caps does give us enough of an idea on how these exotics should work.
