How many of you remember the perk "Persistence" from D1?
Persistence increased the stability and accuracy of a weapon the longer it was consistently fired, not by holding down the trigger like dynamic sway reduction in destiny 2. It was a popular one on LMGs and auto rifles
Outbreak Perfected does in fact intrinsically have the persistence perk. When fired quickly it tightens its burst up almost to a perfect point, thus explaining why it does so well in well, everything.

[b][u]Edit 1:[/u][/b] At 11:10 in the video he points out an interesting fact about the Outbreak Perfected. You can shoot immune enemies to 'prime' them with nanites for when they become vulnerable, allowing you to begin the damage phase with maximum DPS

Persistence exists in D2 as Dynamic Sway Reduction. It's exclusively for auto rifles and smgs. It doesn't make any sense to put it on a pulse rifle. I don't think that's the hidden perk. I think it's an unintended bug.

Ppl are getting killed by it a lot in crucible because everyone’s using it in crucible. Myself, I have a perfectly rolled Bygones and it outperforms Outbreak. Also, Service Revolver outplays it in closer ranges and allows a more aggressive play style. Good, but not the best pulse. At least on console. I can’t speak for PC.

Eh, Outbreak Perfected is alright in PvP imo, but not by any means OP in the current sandbox. Hand canons will still work well within its effective range, blast furnace works at a longer range, etc. The lack of recoil it has is a strength but doesn't make it the best thing in the world. Of course if you're team shooting people and all using it, it can get ridiculous but beyond that, it's alright, it's got counters.

6 RepliesI’m not saying your wrong with your Persistence perk theory. Where we disagree is I believe Outbreak isn’t a meta weapon nor is it the best PVP pulse rifle. It’s flavour of the month. A good pulse rifle that in PVE is really cool with the bonus nanite damage. I’d be more inclined to run Service Revolver in the top slot and Last Perdition in the middle for PVP. This seems like a much better and efficient loadout.
