I'm with you guys. Logged in and got 2 engrams on my Hunter which finished off his armor set but my Warlock and Titan get nothing and still never got that damn Spring Fountain transmat effect I wanted. I had about 10-12 duplicated this last week and even spent $10 trying to finish everything. 2 engrams is definitely not enough especially when they slowed down xp gains (took about 4-6 hours to level 1 time with 2 fireteam medallions on and an xp ghost after the rest buff) plus having spent real money only to get all duplicates. They should just give everyone all missing items or extend the earning of jubilant engrams another week or so.
