Do I need the Annual Pass or Just Forsaken to start the Thorn quest?
I don't really know the requirements, I know the location of the Melted Hunk of Metal, but it won't allow me to Sift through the ashes

Yes, you do need the Annual Pass and Forsaken to get Thorn as all content in the Annual Pass is linked to Forsaken.
