You can't compare usage on PC to usage on console, as the two are very different beasts. Stability is pretty much meaningless on PC, whereas on consoles it's one of the main stats to consider when choosing a good primary (hence why Bygones is so popular). In addition, the [i]VAST[/i] majority of Destiny players play on consoles. Bungie needs to please those people, rather than focusing on a small minority.
