Can't swap perks, equip mods, shaders, or ornaments
the game will let me equip my items, but they're otherwise locked as is and it's truly bothersome

Same here, have had the same problem with my mote synth also, mine do change but it takes a few tries. Do you by chance have a wandering right thumbstick?
