Tbh: I like the idea of enhancement cores and I agree with what Bungie says that there should be a hard to get material for infusing. I wouldnt mind some extra cores though. My advice is: make them occasionally drop while completing a powerful milestone. The quantity would be determined by the difficulty level. Nightfall weekly could give up to 19 cores Strike weekly up to 10 Raid weekly would drop always 10 upon full conpletion Something like this would make it more worth my time.
