Speaking to Drifter doesn't launch Allegiance Quest
I've pledged to the Vanguard on one character. On my other two characters, the Drifter has no milestone related to the Allegiance quest line, and speaking to him doesn't prompt me to choose a faction to side with.

After you finish Gambit Prime, go speak to the Drifter who will give you a Weak Synthesizer which allows you to go into The Reckoning. Then, you should be able to pledge allegiance.
