The issue will never be resolved because it's consistently communicated in the wrong way.
The issue with core acquirement is that we have to use so many to masterwork weapons specifically and to some extent armour, although armour cost isn't to bad.
Total cost to maximise a full loadout, weapons and then armour to match is close to 100 cores and that's per activity per character.....
If enfusement cost and masterwork cost was closer then the idea of meaningful choices becomes much more apparent.
So the real conversation we need to be having is " reduce masterworks cost to balance and encourage infusement"
