"Semi-Charged Awoken Talisman" quest done by defeating a HV target.
This last step of The Broken Talisman quest tells you to
complete the public event "Ether Harvest",but I finished
it by defeating a high value target.
I have video proof,if anyone are interested.

The “do a heroic spire integration public event” for one of the first steps of the Izanami forge unlock just requires you to start a spire integration event, not even complete it or make it heroic.

1 ReplyEther Harvest is the one where you have to kill the 3 captains, not the pod. I don’t know if that’s where the confusion is.
