Still getting plus one power drops
Just got one from crucible match. I’m 655 and was at 653 at the time of the drop, which shouldn’t effect it. My friend told me the plus one power drops were fixed. Is this not so?

Am I just doing something wrong if powerful gear engrams consistently give me items that are at my current power level? First I was stuck at 298 for weeks. Then I was stuck at 299 for weeks. Now I'm stuck at 300. I keep getting 299 or 300. I don't equip my highest level gear at the time of the drop but that doesn't seem to affect anything anyway.
