Per Consensus arrangements, Vanguard cannot issue glimmer mining operations. These operations fall into city jurisdictions, Vanguard can petition for the Consensus to start a glimmer mining operation in specific areas, but as of late any new proposals have been put on hold as city repairs have been underway. All current mining have been halted as city militia was recalled to protect reconstruction and patrol city perimeters. Guardians are focusing on routing remaining Red Legion forces, and recovering numbers which hinders Vanguard support in protecting city mining operations.
