Do you also have the Nascent Dawn pursuit? If so, is it on a step requiring you to open a specific node/cache?

If your Nascent Dawn pursuit is requiring you to open a node, then it will prevent you from combining stems into a frequency. Once you finish that ND step, you’ll be able to combine again.
