Does 2 Tailed Fox work like tractor canon?

It says that one of the rockets "suppresses enemies"...just wondering if it is another tractor cannon in rocket form?

I works like a Titan’s suppressor grenade. Basically a handheld SAM turret but for supers.

It suppresses but it doesn’t provide the damage boost that tractor cannon does.
