i was speaking more of the whole "its only unfair if you're on the receiving end of it" part. But now that you mention it; everyone can go for the LH and NF... so yeah - there's that.

Due to the nature of hybrid peer-to-peer, it's substantially faster and easier for DDoSers to acquire Luna's Howl and Not Forgotten than it is for people who don't cheat, since they can force-disconnect the entire opposing team, match after match, without wasting time playing out a 10-minute Comp game in order to rank up, since you win by default if the entire opposing team 'leave' the match (read: get DDoSed). Furthermore, the same DDoSers can make it much more difficult for people to consistently win matches, since if there is even a chance that someone is going to win a match fair and square, it's not particularly difficult to DDoS them out of the match, which effectively nullifies that last match, even if there was only seconds left on the clock till the end of the match. And any match where you get kicked out, disconnected, etc. will not count at all towards your Glory rank, which means you just basically wasted 10 minutes of your time (20 if you count matchmaking time and flying-in time) playing Comp, and have nothing to show for it. So you can recognize why some people might not be interested in slogging through a grindy sweat-fest full of cheaters and DDoSers in Competitive to get OP guns that are easier to get if you just pay one of the many people offering 'carries' and 'recoveries' for cash.

I think the point is that no one wants to keep losing to cheaters and DDoSers, especially when it involves rebooting one's router, one's modem, and even one's console every match. That's not fun, and DDoSing doesn't constitute a game.
