I have mixed feelings about this. In the end Destiny is not an exclusively PvP or PvE game, so I have a hard time with complaints that act as if they're locking content out of reach of other players who just don't want to play part of the game. It would be different if the game was marketed as a solely PvE experience and they later added PvP, but we all bought the game knowing it was both, and even if you weren't aware with D1 you have no excuse in D2. What you're really saying is I don't like this part of the game and wish the game was something else. I don't think that's something you can blame Bungie for.
