Stability doesn't matter on a shotgun. Its a useless stat.
So, why not replace it with spread? Stability affects every other weapon, and for Fusion Rifle it affects spread and recoil of the bolts.
The higher, the more accurate/tighter the spread of a shotgun. This would affect hip fire spread and ADS spread.
Then replace stability benefits on barrels, magazine and traits with spread.
The following perks would become useful:
Smallbore (7+ Range and Stability)
Barrel Shroud (10+ Stability and Handling)
Corkscrew Rifling (5+ Range, Stability and Handling)
Assault Mag (15+ Stability and 10+ Rate of Fire)
Tactical Mag (10+ Stability and Reload Speed, 10- Magazine)
Steady Rounds (5- Range, 15+ Stability)
Slideshot (Sliding partially reloads this weapon and gives 5+ Range and Stability)
Threat Detector (Increased Reload, Stability, and Handling near enemies)
Stability Masterwork (10+ Stability)
It can also make balancing shotguns easier. The best shotgun is the one with the highest base range stat (and whenever its a Kinetic so it can be paired along with Luna's Howl/Not Forgotten)

Also... why does it matter what kind of shotgun shells I put in my gun? Oh this lever action shotgun NEEDS to use slugs!! And this one needs buckshot.. -blam!- you, I wanna put slugs in my badlander.

Stability determines the accuracy of follow-up shots with automatic and rapid-fire shotguns. The more stability, the less recoil. Pellet spread is controlled by barrel selection.

I think it can serve a purpose now, particularly in pve with managing the recoil. But they need to create more distinction between the shotgun archetypes and their level of base stability. Have you noticed that base stability is around 50 +/- 10 for every shotgun archetype? We can't notice a difference if they are all the same.

That would be nice. You could even make range more effective on shotguns. Let them hit farther out but those long range shotguns be paired with very low spread stat. Making their full damage work on big boss enemies from a longer range but barely hit smaller targets. That isn't the only thing that needs to change. The full auto perk giving a rate of fire increase should be corrected to be the same as it is on every other weapon. It can't be a massive damage boosting perk with no real negative that bumps shotguns over nearly every other weapon. Maybe make it unable to critically hit and have increase spread.

I’m quite sure they said at one point this is already a thing. Full auto shotguns have increased spread too.

We need better stat descriptions period in D3. Seriously, bars don't tell you much, as well as ones on weapons where it barely matters. Oh no my Rocket has 12 stability.
