Base Radiance
What is base radiance used for on the forge weapons?

Once you start doing Bergusia forge, you can get an item to drop that you trade to Ada for a special Obsidian item that acts as a special mod that can go on forge guns, giving them a glow effect, and makes them do more damage during forges. Restoring Base Radiance turns the effect off.
