I am aware that PvP is the community's least favourite thing about D2 right now, and while Bungie is fixing it, I believe there is another way they could make it more player-friendly. While it will take longer, I think it would be nice for them to make it happen, even if it means we have to wait until D3 to see it.
Here are the changes I have in mind:
-Removed Competitive playlist
-Removed Valor and Glory ranking
-Ranking will now equal the amount of players you outrank in KA/D Ratio and W/L Ratio, and the ranking will be renamed to "Triumph Score". Matchmaking will try to match you with players between 100,000 of your ranking (If you have 1,000,000 Triumph Points, matchmaking will try to match you with players as low as 900,000, and and high as 1,100,000)
-Players can now select their ideal gamemode, gameplay pace (casual, core, hardcore), and matchmaking type (solo, standard (being in a fireteam automatically locks it to "standard")), and matchmaking will prioritize matching you up with players who have the same settings (ideal gamemode will not be prioritized as heavily as the rest). You can also turn these settings off if you want matchmaking to take less time
-Casual gameplay will be disabled once Triumph Score is out of the Bottom 10%
-Matches will be 6v6 in core gameplay, and 4v4 in casual and hardcore gameplay
-Players who are in the Top 10% of Triumph Score will have their gameplay pace locked to "hardcore", and their matchmaking type to "standard", only be matched with players within the Top 10%, and EXP gains will be increased by 25%
-(New) Ranking will now be account-wide
-(New) Players now get assists when teammates get a kill while standing in their rift or shooting from behind their Tactical Barricade
[b]Matchmaking Prioritization[/b]
This is how matchmaking will priotize match-ups based on rank and matchmaking settings:
-Ideal gamemode: 20%
-Gameplay pace: 70%
-Matchmaking type: 60%
-Ranking: 50%
Personally, I believe this will make Destiny's PvP more engaging, and reduce the amount of tension surrounding it by a landslide.

2 RepliesWith the dwindling PvP player base, there will be modes that take forever to get a match, if at all. This also does nothing to address some of the core issues with crucible, chiefly the connection problems and exploitation of these problems. Maps will also have to be addressed: sizes, configurations, and variety of topographic features. Addressing your core points, directly, K/D and W/L aren't the only or perhaps even the best measure of players, especially given some of the game modes and the ways people play them. Control is a poster child for this. It's a mess because many people don't play the objective, choosing instead to farm K/D or under the impression that their sheer numbers of kills will overcome the objective and still result in a win. Until Bungie address playing the objective in more meaningful ways, this will continue to be a problem and will be exacerbated by your solution to PvP. There are a number of less skilled players who do add value to the game by providing suppression fire, capturing zones, acting as decoys, reviving fallen players (is this even in any of the comp. modes anymore?), and assisting in kills. For them your measures do not adequately represent their contributions. Those who are less skilled but do actually contribute in these and other ways ought to be and feel appreciated. I do agree that at least some modes of PvP should be steered more toward SBMM, as you attempt to do, here.
