FIX RNG QUSET STEPS
I can't finsih IB sniper because i dont have a rare bounity so i have to wait another 3 weeks and i paid for the whole dlc, fix it ,remove the RNG and Shattered Throne from the quest step

5 of the bounties reset daily, youve still got plenty of chances and based on what I've heard the drop rate seems to be pretty good at the moment

You paid for the quest as bungie designed it. It is not a choose your own way to obtain it. I am in the same spot as you, just need to do the dailies and hope for the best.
