Is there any explanation for these odd perk restrictions on weapon archetypes?
You can get outlaw and kill clip on any primary, including SMGs and Sidearms which are known for not being precise weapons and on non slug shotguns...
But not on a scout rifle? Hell, outlaw itself is extremely RARE on scouts, but a non slug (think dust rock blues) can acquire outlaw.

Rangefinder is unavailable on shotguns and almost all fusion rifles (the ones that can roll with it don't need it), but you can get it on sidearms, scout rifles, sniper rifles, grenade launchers and rockets. Range doesn't matter on these weapons....
[spoiler]Sidearm range is very limited so maximizing range instead of stability/handling is a waste of time. The velocity bonus for GL/RL is negligible, and ADS handicaps you with a slower reload and not knowing if the projectile is headed for a one hit kill[/spoiler]
Only 4 sniper rifles may roll with QuickDraw, only 1 in Year Two with Black Armory (Tatara Faze). Few snipers can roll Snapshot, and its impossible to roll Snapshot and QuickDraw
But a slug shotgun can. Why?
Hip Fire grip can be acquired on every weapon with the exclusion of Grenade Launchers and Rocket Launchers. But only one shotgun can: WishBringer (and the curated Retold Tale but that roll sucks)
Under Pressure? Scouts cant
Full Auto? Scouts cant
Any reason for these decisions, Bungie?
