So players will receive a warning if their connection is bad and if it doesn't get any better after the warning you get banned from PvP activities for two weeks? TWO WEEKS?! That's only going to deteriorate the player base even further than what it is now. So much for the PvP milestone I guess. You want to know how to alleviate some of the connection issues in crucible? GET. DEDICATED. SERVERS.
To all who think this is a good idea:
I have very good internet connection but I still experience issues from time to time. If you think you're exempt from this bad connection PvP ban because you have good connection, you're wrong. SOMETHING is going to happen and it will affect you in some way. I never said dedicated servers would fix all of the issues. It would help though. Lets not delude ourselves. There's a reason every other PvP related game has them. Remember what happened when The Dawning first came out? There were issues with connectivity everywhere! Not because our internet sucked but because THEIR SERVERS SUCKED! Imagine something like that happening again while trying to play crucible. You'd get banned from an issue on their side. This happens every now and then in gambit too but it's not your connection. Someone could leave mid loading screen (flying into a match) and cause a major black screen and cause the game to error code and that alone is enough to give you a ban warning. That's not your internet sucking. That's all them (Bungie).

Also say goodbye to Brazil (Their ISPs not as bad as Mexico but not that good either). Sorry Bungie but that's a lazy, not very well thought solution. Your archaic P2P is part of the problem. You have more than enough money to implement a dedicated server infrastructure yet, you find it easier to ban players because of their bad connections. And yeah. There are some toxic " I wanna win no matter what or how" players who manipulate their connection to their advantage. But those are the minority. At least on consoles. It might be different story on PC though. If Activision wants to make more profit off of your game, they better start investing some cash on better servers.
