The notes a few weeks ago said the packages would trickle out in the afternoon after the 2.1.3 update, so you may just need to wait.

I bought and played forsaken on the 16th of October, no package. But I already bought the Destiny 2 - Digital Deluxe Edition for 99,99 € in August 2017 which included the Season pass for Osiris and Warmind. Seems I am not Veteranly enough for Destiny on PC : (.
