Damage isnt the issue. Its that its selling point as an exotic weapon is its exotic perk “explosive shadow”. It basically has no effect on gameplay because most enemies die before landing 5 shots. If anything a flat damage buff hurts it as it then it becomes even less likely to activate. At this point its just a strong legendary cannon that uses your exotic slot.
