It's not only issues with Contacting Destiny Servers. If you do get in game, other weird stuff is happening. While on patrol in EDZ:
1. My Breakneck Auto rifle is no longer activating its Rampage and Onslaught perks.
2. All enemies recover full health within 1 second if damage stops before kill.
3. Precision kills are not being counted toward relevant bounties.
And that's just what I've experienced in a few minutes of play between frequent disconnects.

It appears no perks are activating on any weapon. I have to assume armor perks are probably not active either.
