Hello TheDonutMan. To answer your question: it is not possible to migrate your characters from the Xbox One platform to the PC platform. Your friend's character progress is tied to his Xbox account. If your friend were to move to PC he would have to start brand new characters on that platform. He would also have to buy the Forsaken DLC on PC as well if he wants to play that content.

Thank you so much, though it sucks that you still have to rebuy the DLC. I wish a game like Destiny would have something like that but that's just how things are. Thanks for the help, anyways!

If you buy Call of Duty for PS4, do you get a free copy for Xbox One? No. Different platform so you have to buy it again.
