These are long range, precision weapons. This perk has no reason for being in the perk pool for them. If I wanted a precision weapon I could hip-fire, I'd be using a hand cannon, not a scout rifle. Perks like these don't create real variety, they just clutter up the perk pool further with uselessness and/or mediocrity.
